While the <br />project site is not considered a scenic vista, it does <br />provide open space relief within the urbanized setting of <br />the project area. Implementation of the proposed project <br />would remove the agriculture resources on the project site <br />to allow for the expansion of the memorial park cemetery. <br />Even though the project site would be developed with <br />cemetery land uses, the project site would still reflect an <br />open space garden like setting and would continue to <br />provide open space relief within the project area. <br /> <br />C. Substantially degrade the existing visual character or <br />quality of the site and its surrounding? <br /> <br />Less Than Significant Impact <br /> <br />The City of Santa Ana has an adopted Urban Design Element <br />that establishes policies, programs and design elements to <br />enhance the aesthetic environment of the City. Development <br />projects proposed in the City are reviewed for consistency <br />with the Urban Design Element. The design elements that are <br />relevant to the project site include; Design District. <br /> <br />Design District <br /> <br />According to the City's Urban Design Element, the project <br />site is located within the Cabrillo Design District. The <br />Urban Design Element establishes goals and policies to help <br />guide the design of development projects proposed within a <br />Design District. Specifically, land uses proposed within a <br />Design District should exhibit high quality design and <br />should incorporate design elements that are proportional <br />and aesthetically related to the district setting. <br /> <br />The proposed project has included architectural and <br />landscape treatments to compliment the existing aesthetic <br />environment.
