Westerly from <br />the project site, the storm water flows would drain through <br />a series of underground storm drains along Lincoln Avenue, <br />Santa Clara Avenue and Grand Avenue to the Santa Ana Open <br />Storm Drain Channel before ultimately draining into the <br />Lower Newport Back Bay. <br /> <br />Easterly from the project site, the storm water flows would <br />drain through an underground storm drain along Cabrillo <br />Park Drive before ultimately draining into the Lower <br />Newport Back Bay. <br /> <br />The Santa Ana Regional Water Quality Control Board has <br />identified Lower Newport Back Bay as impaired water body. <br /> <br />The primary concern for water quality pollutants associated <br />with the operation of the proposed project would be from <br />urban runoff. Urban runoff is defined as runoff that occurs <br />during periods that are not usually associated with <br />rainfall, and are most commonly produced from landscaping <br />irrigation, leaking pipes, and water used to wash off <br />surfaces tributary to the street. Since urban runoff <br />usually originates in the street, they commonly contain <br />many common pollutants found in streets such as oil/grease, <br />metals and sediment. Additionally, fertilizers and other <br />chemicals used for the maintenance of landscaped areas on <br />the cemetery could be contained in the urban runoff. These <br />pollutants could have an adverse water quality impacts on <br />downstream receiving waters. <br /> <br />During construction operations there is the potential that <br />surface water runoff could be degraded, if conveyed into <br />the local storm drain system, potential adverse water <br />quality impacts could occur to downstream receiving waters. <br /> <br />To minimize potential construction related water quality <br />impacts, long-term operational impacts and cumulative water <br />quality impacts associated with the proposed project, the <br />following mitigation measures shall be implemented. <br /> <br />19 <br /> <br />31A~34 <br />
