<br />Threshold of Significance <br /> <br />A significant impact would occur when a permanent increase <br />in ambient noise levels of 3db or greater occurs when the <br />existing CNEL is 65dB or greater. Additionally, a <br />significant impact could occur when the stationary noise <br />source of a project or the construction operations of a <br />project is in conflict with the City's Noise Ordinance. <br /> <br />A. Exposure of persons to or generation of noise levels <br />in excess of standards established in local general <br />plan or noise ordinance, or applicable standards of <br />other agencies. <br /> <br />c. A substantial per.manent increase in ambient noise <br />levels in the project vicinity above levels existing <br />without the project. <br /> <br />Less Than Significant Impact <br /> <br />Project Area Ambient Noise Level Increases <br /> <br />The greatest potential to increase existing ambient noise <br />levels within the project area would be from vehicle <br />traffic generated by the proposed project. Typically a 3 dB <br />increase to the existing ambient noise level would occur <br />when there is a doubling of traffic volumes within a <br />project area. Based on the City of Santa Ana Master <br />Environmental Assessment the proposed project would <br />generate an average of 53 vehicle trips per day. This <br />amount of vehicle trips would have less than a significant <br />impact on existing ambient noise levels within the project <br />area. <br /> <br />Stationary Noise Impacts <br /> <br />Given the nature of the proposed use, the proposed project <br />would introduce a limited amount of new sources of <br />stationary noises onto the project site. Any stationary <br />noise sources on the project site would have to comply with <br />the City's Noise Ordinance. <br /> <br />B.
