Cooperative Agreement With OCTA <br />March 6, 2006 <br />Page 2 <br />To meet the ambitious schedule of completing Phase I in 2011, a team of <br />consultants is needed to assist City staff with right-of-way acquisition. <br />Currently the City has agreements with several consulting firms to <br />provide appraisal and acquisition services for the Bristol Street between <br />Pine and Third. Amendment of those contracts will allow continuity of the <br />work. <br />In addition, Public Works Agency issued request for proposals to several <br />firms for other right-of-way acquisition services. In response to the RFP <br />for right-of-way management and administration, two proposals were <br />received. In response to RFP for property management services, one <br />proposal was received. Proposals were reviewed by a panel of staff from <br />Public Works and City Attorney's office and following is the ranking of <br />the consultants: <br />Right-of-way Management <br />Firm Ranking Cost <br />CPSI 98 $475,000 <br />Universal 78 $485,000 <br />Property Management <br />Real Estate Consulting 80 $150,000 <br />& Services Inc <br />Fees and hourly rates for the recommended consultants are reasonable and <br />in line with staff's estimates. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />FISCAL IMPACT <br />Funds to pay for these services will be paid from the proceeds of the <br />$125 million from OCTA (account no. 59-551-6631) to widen Bristol Street <br />between Warner and Seventeenth Street. <br />APPROVED AS TO FUNDS AND ACCOUNTS: <br />James GK Ross j' rancisco Gutierrez fj <br />Executive Director Executive Director <br />Public Works Agency Finance & Mgmt.
