III. AIR QUALITY <br />A. Conflict with or obstruct implementation of applicable <br />Air Quality Attainment Plan or congestion Management <br />Plan? <br />No Impact <br />The project site is located within the South Coast Air <br />Basin and subject to the requirements of the Clear Air Act <br />at both the Federal and State level, as implemented by the <br />South Coast Air Quality Management District. The South <br />Coast Air Quality Management Plan (AQMP) is the primary <br />planning document to monitor if air quality standards and <br />objectives are being achieved in the South Coast Air Basin. <br />The air quality objectives in the AQMP are based upon <br />population and growth projections provided in regional <br />planning programs and local general plans. A project could <br />be in conflict with the AQMP if it results in population <br />and growth impacts beyond those identified in regional <br />planning programs and/or local general plans. <br />The proposed project is consistent with the General Plan. <br />Implementation of the proposed project would not exceed the <br />population and traffic growth projections in the General <br />Plan and would not be in conflict with the air quality <br />objectives established in the South Coast Air Quality <br />Management Plan. <br />B. Violate any stationary source air quality standard or <br />contribute to an existing or proposed air quality <br />violation? <br />Potentially Significant Unless Mitigation Incorporated <br />As mentioned previously, the South Coast Air Quality <br />Management District (SCAQMD) regulates air quality <br />pollutants in the South Coast Air Basin. Pollutants for <br />which ambient standards have been set are referred to as <br />criteria pollutants. Criteria pollutants include Ozone <br />(03), Carbon Monoxide (CO), Nitrogen Dioxide (NO2), Sulfur <br />Dioxide (S02), and Particulate Matter (PM10). The South <br />Coast Air Basin is currently a non -attainment area for <br />Carbon Monoxide, Ozone and Particulate Matter. The SCAQMD <br />considers an air quality impact to be significant if it <br />exceeds the criteria pollutant thresholds identified in the <br />Table A-1. <br />7 <br />yif: r�r77• <br />
