PROPOSAL FOR ORDINANCE ESTABLISHING REGULATION OF <br />"SUPERSTORES" IN THE CITY OF SANTA ANA (Garcia and Solorio) <br /> <br />Pat McGuigan addressed the Council and stated that the need for an <br />ordinance regulating "Superstores" was unclear and asked the Council to <br />explain what the regulations would include <br /> <br />Motion: Continue item as a Work Study Session in 30 days and in the interim <br />instruct staff to research options for a City ordinance regulating <br />superstores in the City <br /> <br />W.S.A. <br /> <br />MOTION: Garcia <br /> <br />SECOND: Alvarez <br /> <br />VOTE: <br /> <br />AYES: <br /> <br />Alvarez, Bustamante, Pulido, Bist, Christy, <br />Garcia, Solorio (7) <br /> <br />NOES: None (0) <br />ABSTAIN: None (0) <br />ABSENT: None (0) <br /> <br />WORK STUDY SESSION <br /> <br />Tobacco Sales and Regulation - Steve Harding, Deputy City Manager for <br />Development Services introduced Ms. Andrea Portenier of the County of <br />Orange Health Care Agency who gave the presentation. Highlights of this <br />presentation include the following: <br />. Every day 300 California youth start smoking <br />. Two thirds will become long term users <br />. Tobacco kills Y, of its long term users <br />· A minor who smokes is 100 times more likely to use alcohol, 14 times <br />more likely to use marijuana, and 32 times more likely to use cocaine <br />· Tobacco is the only consumer product that, when used as prescribed <br />by the manufacturer, will kill you <br />.
