<br />W.S.B. <br /> <br />WORK STUDY SESSION <br /> <br />. Youth who smoke are less likely to finish high school <br />. For over 100 years it has been illegal to sell tobacco to a minor <br />. Rate of illegal sales of tobacco to minors in Santa Ana is 46% <br />. Fourteen is the average age to begin smoking <br />. The Synar Amendment is a federal law designed to encourage states <br />to pass and enforce laws that reduce youth access to tobacco <br />. Federal substance abuse prevention and treatment block grant funding <br />can be withheld if illegal sales to minors exceeds 20% <br /> <br />Following the presentation, Council discussion ensued. Jim Walker <br />addressed the Council in support of regulations to prevent sale of alcohol <br />to minors. Councilmembers asked staff to bring back recommendations <br />related to the issuance of permits to sell tobacco within the next 30-45 <br />days <br /> <br />Citywide Design Guidelines - Jay Trevino, Executive Director, Planning & <br />Building Agency, introduced David Barquist, Principal Community Planner <br />representing RBF Consulting Company who gave the presentation: <br />Highlights of this presentation are as follows: <br />. Design guidelines were updated due to a need for a comprehensive <br />document and to separate the "should" from the "shall". <br />. There was also a need to clarify express expectations for quality <br />design <br />. The update process included a review of existing development <br />standards guidelines, establishment of a visually rich document format, <br />extensive collaboration with staff review committee <br />. The process also included reviews by the Historic Resources <br />subcommittee and the Planning Commission <br />. The key features of the Design Guidelines Manual are that it is <br />comprehensive in scope and organized by development type <br /> <br />. The manual provides clear direction on the City's expectation of quality <br />design <br />. The manual includes contemporary and historic design concepts, <br />addresses key design challenges experienced during project review <br />and provides for electronic distribution of document <br />. The document is organized as follows: <br />o Executive summary, objectives, purpose and applicability <br />o Step by step on how to use the document <br />o Public improvements <br />o Accessory structures, compatibility scale, and architectural <br />design <br />o Common open space, public safety through design <br />o Infill/adaptive reuse and storefront guidelines <br /> <br />57 <br /> <br />FEBRUARY 21, 2006 <br /> <br />CITY COUNCIL MINUTES <br />
