Kim McPeck, 1823 S. Ross, invited the Mayor, Councilmembers, candidates, <br />and the listening audience to the Great Debate, a candidates' forum <br />sponsored by the Bristol Manor Neighborhood Association to be held at 7:00 <br />p.m., October 2, 1990, at the Police Annex. McPeck requested assistance <br />in obtaining the use of the Council Chambers so that the meeting could be <br />broadcast. The Mayor referred McPeck to the City Manager and Allen Doby, <br />Executive Director, Recreation and Community Services Agency. Mr. McPeck <br />thanked the City staff for their previous assistance and for attending the <br />Bristol Manor Neighborhood Association meetings. <br /> <br />90.C. CITY COUNCIL COMMENTS <br /> <br />Councilmember May asked if the City had offered economic assistance to <br />displaced businesses on First and Fourth Streets due to the I-5 Freeway <br />widening. Cindy Nelson, Executive Director, Community Development Agency, <br />stated that the City did not offer assistance but that she would explore <br />the matter. <br /> <br />Councilmember May commended the City of Irvine's Guardian Angel Program <br />involving volunteer assistance for handicapped and seniors during <br />disasters and requested staff to research establishing a similar program. <br />The Mayor referred the request to the Fire Chief. <br /> <br />In response to Mayor Pro Tem Acosta's inquiry, the City Manager indicated <br />the park rangers would be armed by December. Acosta inquired as to the <br />status of the crossing light at the Courthouse on Civic Center Drive. The <br />City Manager referred the matter to staff. <br /> <br />Mayor Pro Tem Acosta's request for clarification regarding the vending <br />carts at the Mexican Independence Day Festival at Centennial Park was <br />referred to staff by the Mayor. <br /> <br />Mayor Pro Tem Acosta reported he had received a call regarding a citation <br />issued to VanNguyenfor operating a recycling business at 3412 W. 17th <br />Street without a Conditional Use Permit. The Mayor requested the City <br />Attorney investigate the matter. Acosta requested that a travel policy be <br />established for councilmembers. <br /> <br />Councilmember McGuigan commended volunteers and staff for their hard work <br />on the Mexican Independence Day Festival and stressed that world-class <br />cyclists had participated in the Golden City Grand Prix. <br /> <br />In response to Councilmember Pulido's inquiry, Jim Ross, Executive <br />Director, Public Works Agency, stated that the Cabrillo Park Drive tree <br />project was nearing completion. <br /> <br />Councilmember Norton inquired as to whether the City provided computers to <br />Councilmembers and hoW many computers had been installed. The City <br />Manager stated that he would provide this information. <br /> <br />Councilmember Norton stated he would like to see the Memorandum of <br />Understanding with the Santa Aha Police Officers Association settled. <br /> <br />CITY COUNCIL MINUTES 295 SEPTEMBER 17, 1990 <br /> <br /> <br />
