City of Bell Gardens - Gage Avenue and Purdy School Area and Crosswalk, Trafc Signal <br />Studies - review of three intersection and pedestrian crossing areas adjacent to the existing <br />suggested route to Colima Elementary School, traffic and pedestrian counts, informal <br />observations and counts, review of key intersection accident data, evaluations of the need for <br />marked uncontrolled crosswalks based on FHWA's, Tustin's, and San Diego's Point System of <br />Crosswalk Warrants and engineering judgment, several mid -block student and adult pedestrian <br />crossings along Gage Avenue between Specht and El Selinda Avenues, and traffic signal <br />warrant evaluations for Gage Avenue and El Selinda Avenues. Based on the study results and <br />the type of vehicular accidents occurring per SWITRS over the last 3 years, Willdan <br />recommended that separate left -turn pockets and additional red curb be added at each of the <br />three intersections, and that a future traffic signal be considered at the intersection of Gage and <br />El Selinda Avenues based on the pedestrian crossing demand and availability of few gaps for <br />pedestrian crossings at that intersection. The addition of marked, uncontrolled crosswalks was <br />not preferred at the three intersections, studied. However, "Do Not Block Intersection" signs <br />were recommended to address some of the vehicular accidents at two intersections, and <br />preliminary plans were prepared to show the signing, striping and red curb modifications. <br />City of Dana Point, Accident Study - Using the City's accident reports and pin map, the <br />number of accidents were tallied by location. Accident rates were calculated for segments and <br />intersections where five or more accidents occurred in a calendar year. These accident rates <br />were compared to average accident rates. Of the locations that exceed the average accident <br />rates, the five highest were studied further, including collision diagrams. <br />City of Tustin, 1999 Engineering and Trafhc Survey - Conducted Engineering and Traffic <br />studies for the City in accordance with provisions of the California Vehicle Code. One hundred <br />twenty (120) street segments were surveyed. Each survey included measurement of vehicular <br />speeds, review of accident patterns with comparison to similar street segments within the City, <br />and documentation of field conditions which would not be readily apparent to motorists. <br />Following analysis of these data, recommendations for realistic speed zones were developed so <br />that radar enforcement utilization could continue on these street segments. <br />City of Lake Forest, Citywide Engineering and Traffic Survey - This study, conducted in <br />accordance with provisions of the California Vehicle Code, included the measurement of traffic <br />volumes and vehicular speeds, review of accident data for a 3-year period, and a field inventory <br />of unusual roadside conditions which would not normally be apparent to motorists. The data <br />collected for each of the 84 street segments involved in this study were analyzed, and <br />recommendations were developed for appropriate speed limits enabling the City's Police <br />Department to continue radar enforcement. <br />
