9 <br />CONTRACT FOR BI-ANNUAL ON -CALL TRAFFIC ENGINEERING SERVICES <br />1. GENERAL <br />The City is soliciting proposals from professional consulting firms to provide traffic <br />engineering services on an as -needed basis for two years. The cost for each of <br />three contracts shall not exceed $125,000 per year or a total of $250,000. A <br />detailed scope of work will be provided when a specific project is assigned to a <br />Consultant. <br />From the proposals received, a list of three firms will be selected. The City will enter <br />into separate agreements with each of these firms. As projects are identified, they <br />will be distributed among these firms based upon their ability to perform the required <br />work within the project schedule and budget constraints. The City reserves the right <br />to distribute the work in any manner which will best serves the City's interests. <br />The work, in general, consists of traffic engineering projects Citywide. The projects <br />may include channelization plans, traffic control plans, traffic studies, preparation of <br />grant applications, traffic signal designs; and other related projects as required. <br />The proposal shall be brief and to the point. A cover letter shall summarize key <br />factors and guarantee that key personnel will be committed to perform the required <br />tasks throughout the duration of the contract. A fee proposal, described in the <br />section, "Supplied to Offeror", is to be included, separately. <br />2. PROPOSED SCOPE OF SERVICES <br />In general, the Consultants shall perform traffic engineering services resulting in <br />contract documents (plans, specifications and cost estimates), grant applications, <br />and traffic engineering studies for various projects on an as -needed basis. The <br />Consultants shall also provide all field survey work required to complete the designs <br />and other tasks. <br />The Consultants' services shall include one or more of, but not be limited to, the <br />following tasks: <br />A. Design and preparation of traffic signal plans, channelization plans, and <br />construction zone traffic control plans: <br />1. Plans shall be prepared in accordance with the appropriate City of Santa <br />Ana Standard Plans. <br />2. Research of existing utility company and City records to coordinate <br />proposed improvements with existing field conditions. <br />3. Completion of design of projects including plans, specifications, and <br />engineer's construction cost estimate. Specifications shall be written in <br />Microsoft Word and a copy of the final diskette shall be furnished to the <br />City. The City will provide the specification boiler plate to the Consultants. <br />- 1 - <br />
