MOTION: McGuigan <br /> <br />VOTE: AYES: <br /> NOES: <br /> <br />ABSENT: Griset <br /> <br /> SECOND: Richardson <br /> <br />Acosta, McGuigan, Norton, Pulido, Richardson, Young <br />None <br /> <br /> FILE 625.45 <br /> <br />RECESSED TO CLOSED SESSION - ROOM 147 - 6:36 P.M. <br /> <br />RECONVENED - 6:42 P.M. - All Councilmembers present except Councilmember Griset. <br /> <br />COMMENTS <br /> <br />90.A. <br /> <br />PUBLIC COMMENTS <br /> <br />Maurice Douek, 8462 Sunset Blvd., #4E, Los Angeles, expressed concern regarding the <br />proposed ban on overnight parking in the area adjacent to his apartment buildings at 1605 N. <br />Flower and 1522 N. Parton; and requested assistance from the City in finding additional <br />parking for his tenants. The Mayor referred Doueil to the City Manager. <br /> <br />Rosa Ramirez, 2188 Placentia, Costa Mesa, expressed concern regarding the insufficient <br />number of soccer fields and poor conditions at the soccer fields in the City of Santa Ana. <br /> <br />Recreation and Community Services Agency Executive Director Allen Doby, responded to <br />Ms. Ramirez, indicating the City lacked the funds to immediately correct conditions but that <br />several additional soccer fields were proposed for construction by the end of 1992. <br /> <br />Alex Vega, 1807 W. Fifth Street, encouraged the City Council to allow operation of a swap <br />meet in the City whose proceeds would be used to provide funding for soccer fields. <br /> <br />90.C. <br /> <br />CITY COUNCIL COMMENTS <br /> <br />Councilmember Norton expressed concern that the exodus of summer school students en <br />masse from Saddleback High School was creating a "traffic hazard" in the area adjacent to <br />the High School. The Mayor referred the matter to staff for discussion with the <br />administration of the School District. <br /> <br />Councilmember Acosta alerted staff to the proliferation of weeds at a 200- unit apartment <br />under construction at Fourth and French, and suggested staff proceed with weed abatement <br />on the property. He also inquired as to whether the recently adopted Pushcart Ordinance <br />would include enforcement against food vendors selling prepared foods directly from <br />containers as opposed to pushcarts in City parks and on downtown streets.
