Proposal to Prepare an EIR and Provide Planning Consulting Services for the <br />First and Fourth Street Corridors Mixed -Use Overlay Zone <br />Subtask 1g: Establish the Framework for a Mixed Use Overlay Zone <br />Based upon the findings of its review and research and discussions with City staff, EIP will develop a <br />preliminary framework for the Mixed Use Overlay Zone to include the following: <br />• Maps showing the location of recommended land uses and development intensity <br />• Land Uses <br />• Building Height <br />• Building Setbacks/build to lines <br />• Floor Area Ratio <br />• Lot Coverage <br />• Status of Non -Conforming Properties and Uses; <br />• Application of Standards (i.e. FAR by parcel or Areawide) <br />• Review of Development Within the Overlay Zone <br />• Other standards as recommended by City staff <br />Subtask 1h: Prepare Components of the General Plan Amendment <br />When the components of the Mixed Use Overlay Zone have been determined, EIP will prepare an <br />assessment of the changes to be made to the General Plan to facilitate the proposed Overlay Zone <br />including maps that show the changed land uses and development intensity. <br />Subtask 11: Prepare Recommended Overlay Zone and GP Amendment Components <br />As the final component of the Planning services, EIP will compile the City's feedback on the proposed <br />overlay zone and general plan components and prepare recommended language for the Overlay Zone <br />and the General Plan Amendment. The recommended language will be formatted to be integrated into <br />the City's Zoning Code and General Plan to effectuate the proposed zoning code amendment and <br />general plan amendment. <br />OUTPUT <br />1. Submit a Scope of Work and Cost Estimate for inclusion in the contract. <br />2. Prepare a data request for submittal to the City and/or the Project Applicants prior to the kick-off <br />meeting. <br />3. Prepare a list of contact information for all EIR project team members, including names, roles and <br />responsibilities, addresses, phone numbers, and facsimile numbers for submittal to the City and/or <br />the Project Applicants prior to the kickoff meeting. <br />4. Prepare a Table of Contents for the EIR and a sample format for the EIR's technical sections for <br />submittal to the City and/or the Project Applicants within one week of the kick-off meeting. <br />5. Prepare a draft project description. <br />6. Recommended Overlay Zone and General Plan Amendment Components <br />TASK 2: PREPARE INITIAL STUDY/NOTICE OF PREPARATION AND CONDUCT EIR <br />SCOPING <br />Subtask 2a: Prepare Initial Study and EIR Notice of Preparation <br />As required by CEQA and the State CEQA Guidelines, EIP will prepare an Initial Study/Notice of <br />Preparation (IS/NOP) for distribution to public agencies and private individuals.
