Proposal to Prepare an EIR and Provide Planning Consulting Services for the <br />First and Fourth Street Corridors Mixed -Use Overlav zone <br />IS/NOP using the City's specified format for Initial Studies in order to narrowly focus the environmental <br />issues addressed in the EIR. EIP will prepare and submit fifty copies of the IS/NOP to the City for public <br />distribution. <br />This scope of services assumes that the City will be responsible for public notice (including newspaper <br />announcements) and mail distribution of the IS/NOP. If the City desires, EIP will revise this scope and <br />modify the associated cost proposal to perform the IS/NOP public notice and distribution tasks on <br />behalf of the City. Further, it is assumed that impacts to agricultural resources and mineral resources <br />will be "scoped out" in the IS/NOP and would not be further analyzed in the EIR. <br />If requested by the City, during the required 30 -day public review period of the IS/NOP, EIP will begin <br />preparation of the EIR in order to reduce the overall project schedule. <br />Subtask 2b: Participate in EIR Public Scoping Meeting <br />During the required 30 -day IS/NOP public review period, EIP staff will participate in one EIR public <br />scoping meeting and prepare and present an overview of the CEQA process. The focus of the scoping <br />meeting will be to solicit the input of nearby residents, the community at -large, and local business <br />organizations regarding the content of the EIR. EIP will facilitate, as well as answer and record public <br />comments and input during the scoping meeting. EIP will provide a minimum of 50 copies of project <br />information handout materials for distribution at the meeting. It is assumed that oversized graphics <br />illustrating the proposed project would be provided by the City or the Project Applicants. <br />After completion of the scoping process (30 -day IS/NOP public review period) and receipt of IS/NOP <br />comments, EIP will identify issues for which no significant impacts will occur (described as Effects <br />Found Not to Be Significant) and identify potentially significant impacts that will require further <br />evaluation in the EIR. <br />OUTPUT <br />1. Eight (8) unbound copies of the Draft IS/NOP for City staff review. <br />2. Fifty (50) copies of the Final IS/NOP, including one (1) camera-ready original and one (1) electronic <br />copy. Should the City determine additional copies of the Initial Study are needed, their production <br />would be treated as an Optional Task. <br />3. One (1) presentation of the CEQA process for use at the EIR Public Scoping Meeting. <br />4. Fifty (50) copies of project information handout materials for distribution at the EIR public scoping <br />meeting. <br />TASK 3: PREPARE ADMINISTRATIVE DRAFT EIR <br />The objective of this task is to prepare a comprehensive, accurate, and objective EIR for the <br />programmatic analysis of the MU zone and the project -level analysis of the two project properties that <br />fully complies with CEQA, the CEQA Guidelines (as amended through the submittal of the Draft EIR), <br />and the City's Environmental Guidelines. <br />The main purpose of the Administrative Draft EIR will be to thoroughly and accurately analyze the <br />environmental impacts of the proposed project. The document will be free of jargon so that the <br />information it contains is accessible to decision -makers and the public. The methodology and criteria <br />used for determining the impacts of the project will be clearly and explicitly described in each section of <br />the EIR, including any assumptions, models, or modeling techniques used in the analysis. The <br />
