Proposal to Prepare an EIR and Provide Planning Consulting Services for the <br />First and Fourth Street Corridors Mixed -Use Overlay Zone <br />■ Estimates of project related traffic and daily traffic increases will be made available as soon as <br />possible. This will facilitate Air Quality and Noise Analysis. <br />■ KOA will assist as required to incorporate our report into the EIR. <br />■ KOA will assist in addressing any comments that relate to traffic and circulation issues, <br />following circulation of the screen check or the draft EIR. <br />■ KOA will be available to responsible parties to discuss traffic aspects of the project from our <br />offices, as needed throughout the project. <br />■ KOA will also attend up to six (6) team meetings and two (2) meetings or public hearings at the <br />City of Santa Ana to discuss project progress and issues for duration of the project. <br />■ Screening analysis in coordination with adjacent cities (specifically the City of Tustin) <br />The capacity of existing and planned roadways will require thorough analysis. Access to the project site <br />will be an important circulation issue. The transportation analysis will need to evaluate impacts on city <br />and county roads using the appropriate model. Other issues to address within this section include <br />potential rights -of -ways, alignments, bikeways and transit needs. <br />EIP will then incorporate KOA's traffic report into the EIR's traffic section, cumulative analysis, and <br />alternatives chapter. <br />Utilities and Service Systems. <br />The EIR will need to evaluate the ability of all utilities to serve the project area. As the project area is <br />already developed, it is likely that existing service levels would be adequate to support new uses. <br />However, an evaluation of the change in use and consequent effects on water supply, and wastewater <br />treatment capacity. Supply and treatment demands for new uses will be compared to the existing <br />designated uses to determine whether an increase in supply or treatment would be required. <br />Water Supply <br />The EIR will describe the City's water entitlements, treatment plant capacity and conveyance system in <br />the project vicinity. The Orange County and Irvine Ranch Water Districts' Water Master Plans will also <br />be discussed. Using factors developed in consultation with the City's Public Works Agency, Water <br />Resources Division, the water demand generated by maximum new uses as projected by the MU zone <br />will be calculated. The Orange Countyand Irvine Ranch Water Districts will be contacted. The EIR will <br />evaluate whether proposed sources of water are available to serve the project. The effectiveness of <br />programs intended to provide an adequate source of water in dry years, such as aggressive <br />conservation measures, will be qualitatively evaluated based on information provided by the Applicant's <br />and/or City's consultants. If a confirmed source is not available, the EIR will describe the current status <br />of plans for obtaining water, and the process for identifying and securing adequate supply in wet and <br />dry years. <br />The EIR will evaluate the need for water treatment and conveyance infrastructure improvements <br />needed to serve the project site. <br />A Water Supply Assessment (WSA) is required for any subsequent development in excess of 500 <br />residential units or commercial development of 100,000 square feet or more. Should one be required <br />for the proposed project, the City would request the WSA with assistance, if requested, from EIP. If EIP <br />is asked to prepare the request for a WSA, the budget and scope of work would require amendment to <br />include this task. <br />In <br />
