Proposal to Prepare an EIR and Provide Planning Consulting Services for the <br />First and Fourth Street Corridors Mixed -Use Overlay Zone <br />Section 4. FEE PROPOSAL <br />EIP has prepared a cost estimate that is competitive, yet accurately reflective of the level of effort <br />required to complete the scope of services and schedule requested by the City. For your convenience, <br />we have provided a detailed cost proposal, identifying labor costs by task, by person, and by hour. We <br />have also detailed our direct costs. If the City decides to reproduce various documents, the direct costs <br />associated with reproduction can be reduced. <br />Cost Assumptions <br />The estimated cost and schedule are based on the work program outlined in the scope of work and key <br />issues, and the following assumptions. <br />EIP will draw from technical studies prepared for the project site to the greatest extent possible. Should <br />additional research be deemed necessary beyond that identified in this scope of work, EIP will conduct <br />such research upon specific direction and authorization by the City. EIP would propose to renegotiate <br />the budget to include this additional veork. <br />Should additional technical analysis be required in the EIR beyond that identified in this scope of work <br />following public and agency review of the NOP, EIP would proposed to renegotiate the budget to <br />include any additional work upon specific direction and authorization by the City. <br />EIP will analyze a no -project alternative (consisting of both the no project/no development alternative <br />and the no project/reasonably foreseeable use alternative per Section 15126 of the 2000 CEQA <br />Guidelines), a reduced size alternative, and another alternative that will be defined at a later date. <br />EIP will attend up to: <br />• One scoping meeting. <br />• Four public meetings, including, but not limited to, the Draft EIR public hearing, one Planning <br />Commission, and one City Council meeting. <br />• Twelve (12) project meetings with City staff. <br />Additional public or project meetings EIP is requested to attend will be charged on a time -and -materials <br />basis. <br />EIP has assumed the following specific number of copies of various documents to be printed including: <br />• Eight (8) unbound copies of the Draft IS/NOP for City staff review. <br />• Fifty (50) copies of the Final IS/NOP, including one (1) camera-ready original and one (1) <br />electronic copy. <br />• One (1) presentation of the CEQA process for use at the EIR Public Scoping Meeting. <br />• Fifty (50) copies of project information handout materials for distribution at the EIR public <br />scoping meeting. <br />• Eight (8) bound copies of the 1" and 2nd Administrative Draft EIR for City staff review (this <br />includes one unbound copy of the ADEIR before production of the eight bound copies). <br />• One (1) electronic copy of the 1s` and 2nd Preliminary ADEIR. <br />• Distribute fifty (50) bound copies of the Draft EIR for public review (this number includes the <br />copies of the Draft EIR that are submitted to the State Clearinghouse). <br />• Provide one (1) clean reproducible original of the Draft EIR and one (1) electronic copy. <br />
