At Mayor Young's request, the City Manager indicated he would provide a schedule of <br />events relating to the proposed Plan and the method of communication at the Council meeting <br />of December 2, 1991. <br /> <br />RECESSED - 8:47 P.M. <br /> <br />RECONVENED - 8:59 P.M. - All Councilmembers present. <br /> <br />COMMENTS <br /> <br />90.A. <br /> <br />PUBLIC COMMENTS <br /> <br />Sean Mills, 617 S. Starboard, registered his opposition to the "Gun Buy-Back Plan" proposed <br />by Councilmember Griset and expressed the opinion that money to be spent on that program <br />would be better applied to reinforcing the Police Department and other crime prevention <br />programs. <br /> <br />Albert Martinez, 514 S. Flower, representing the Orange County Chicano Moratorium <br />Committee, expressed his disapproval of the rededication of the Columbus Plaque in the <br />Civic Center Plaza of the Sun and filed a written statement concerning the Moratorium's <br />position on the matter with the Clerk. <br /> <br />90.C. <br /> <br />CITY COUNCIL COMMENTS <br /> <br />Councilmember Richardson requested that Executive Director of Recreation and Parks Allen <br />Doby meet with him and Councilmember McGuigan regarding access to the "snack bar" at <br />the Bolsa Little League field. <br /> <br />Mayor Pro Tem Pulido requested staff provide a report on speed bumps as soon as feasible. <br /> <br />Councilmember McGuigan clarified that the speed bumps to which Mayor Pro Tem Pulido <br />was referring were more correctly called "speed undulations" and were used in Costa Mesa. <br />She also encouraged the listening audience to attend the next meeting of the Cable Board <br />scheduled for Tuesday, November 19, 1991 at 4:30 p.m. on the third floor of the Transit <br />Building, 405 W. Fifth Street. <br /> <br />Councilmember Acosta alerted the Councilmembers to an invitation they had each received to <br />witness traffic on Santa Clara Street on Wednesday morning between the hours of 7:30 and <br />8:30 a.m., and requested a member of the Police Department be present with a speed <br />detector to electronically measure the speed of approaching vehicles.
