Comments included, but were not limited to, the following: <br /> <br /> - Support for the proposed Plan <br /> <br /> - Complaints about Plan proponents picketing and impeding traffic at Santa <br /> Clara and Flower <br /> <br /> - Confusion regarding the ballot <br /> <br /> - City irresponsibility in allowing the neighborhood, rather than traffic experts, <br /> to design the Plan <br /> <br /> - Concern that the plan benefits the minority, not the majority of citizens <br /> <br /> - Improving traffic flow rather than closing streets <br /> <br /> - Concerns that the Plan isolates rather than integrates neighborhoods <br /> <br /> - Confusion over procedures and percentages of ballots required to <br /> implement the Plan <br /> <br /> - Disappointment that renters and condominium owners were excluded from the <br /> balloting process <br /> <br />8:27 P.M. - Councilmember Norton left the meeting. <br /> <br />Mayor Young requested the Police Department take any necessary action to stop traffic <br />impedance caused by picketers. <br /> <br />The City Manager reviewed the Traffic Plan schedule: indicating survey results would be <br />provided to the Council on January 21, 1992, with a request that those results be forwarded <br />to the Environmental and Transportation Advisory Committee for review and analysis. He <br />also noted the Committee's findings would be returned to the Council in February and any <br />improvements approved by the Council would be implemented in March. <br /> <br />RECESSED TO CLOSED SESSION - ROOM 147 - 8:37 P.M. <br /> <br />The Clerk of the Council announced that the City Council was recessing to Closed Session <br />pursuant to: <br /> <br />Government Code Section 54956.9 (a) to confer with the City Attorney regarding pending <br />litigation which has been initiated formally in to which the City was a party, to wit: <br /> <br /> Garcia vs. City of Santa Ana <br /> <br />CITY COUNCIL MINUTES L~ JANUARY $, 1592 <br /> <br /> <br />
