COMMENTS <br /> <br />90.A. <br /> <br />PUBLIC COMMENTS <br /> <br />Florence Leach, 2024 W. 10th Street, encouraged property owners to heed the notice <br />concerning the formation of a Project Advisory Committee for the proposed citywide <br />Educational Facilities Plan, expressed concern regarding the impacts of declaring the entire <br />City to be blighted, and suggested the determination to proceed with the Plan be submitted to <br />the voters. <br /> <br />The City Manager noted that all properties in the Project Area would be exempt from <br />eminent domain. <br /> <br />Suszan Ales, 2138 N. Candis, requested the Environmental and Transportation Advisory <br />Committee be provided updated traffic counts for Santa Clara between Bristol and Broadway, <br />and Flower Street between Memory Lane and 17th Street, prior to the next meeting of the <br />Committee. She also noted removal of the planters on Santa Clara at Bristol and Santa Clara <br />at Broadway had received the approval of 881 homes in the recent traffic survey conducted <br />by the City. <br /> <br />Councilmember Acosta requested staff provide him with cost estimates for both removing the <br />planters which restrict exiting the neighborhood and removing the planters entirely. <br /> <br />Richard Moser, 1923 W. 17th Street, reported interruption of sound during recent cable <br />broadcasts of the Council meetings and offered to work with staff to solve the problem. <br /> <br />V. L. McGowan, 1405 S. Bristol, expressed concern that the City was hiring persons to <br />enforce property maintenance, indicating he would consider such enforcement an <br />abridgement of his rights as a property owner. <br /> <br />90.C. CITY COUNCIL COMMENTS <br /> <br />Councilmember Griset cautioned the Council and listening audience to make a distinction <br />between ward boundaries and district elections. <br /> <br />Councilmember Richardson requested: <br /> <br /> an update from staff concerning implementation of curfew regulations; <br /> <br /> suggestions from staff concerning regulation of 24-hour restaurants · <br /> adjacent to residential neighborhoods; and <br /> <br /> an update regarding Birch Park security. <br /> <br />CITY COUNCIL MINUTE~ 4~ FEBRUARY 3, 1992 <br /> <br /> <br />
