90.C. <br /> <br />CITY COUNCIL COMMENTS <br /> <br />Councilmember Norton thanked Florence I~,ach for her request to honor Jim Lowman and <br />praised the late Mr. Lowman for his civic involvement. Councilmember Norton also <br />indicated his intention to consult the District Attorney and the State Attorney General on the <br />legality of campaign contributions made by incumbent Councilmembers to candidates running <br />for City office and the new redistricting plan passed by the Council. <br /> <br />Councilmember Acosta requested staff investigate the feasibility of retrofitting City Hall with <br />fire sprinklers. He also asked the Council to review the City Attorney's memorandum dated <br />February 18, 1992 on a campaign limit ordinance. <br /> <br />Mayor Pro Tem Pulido requested staff outline possible legal action that can be taken against <br />individuals who create nuisances by repeatedly holding large and loud parties. <br /> <br />Councilmember Richardson reported receipt of a letter from Comcast Vice President and <br />General Manager David Barford regarding Comcast Cable's decision to table its scrambling <br />plan. Councilmember Richardson also noted that the U.S. Attorney's plan to use the <br />"federal school yard" rule to prosecute three drug dealers arrested in the Willard <br />Intermediate School area will provide law enforcement officers with a new tool to combat <br />crime. <br /> <br />Councilmember Griset requested staff draft policies that would establish preference for Santa <br />Ana residents in the awarding of manual and skilled labor contracts, such as those for <br />sidewalk improvements. He also requested Councilmember Norton to report back to the <br />Council at a future date on the outcome of his meeting with the District Attorney and the <br />State Attorney General. <br /> <br />ADJOURMENT - 8:32 P.M. - In memory of Jim Lowman. <br /> <br />Janice C.
