Mayor Young expressed his personal anguish over the recent events of gang violence in the <br />City alluding in particular to the Mauro Meza slaying. Young cited the City's various public <br />safety programs against gangs and violent crimes, indicated the need to reinforce those <br />programs, and asked the Council to support a new approach to the gang problem that he was <br />proposing on the floor. <br /> <br />Mayor Young referred to a letter he had written to the Council which proposed that <br />Community Development Block Grant money be used to fund a Police Department program <br />that would notify, in writing, the family of every gang member of the juvenile's gang <br />activities. Young explained increased parental awareness could lead to increased family <br />responsibility for keeping children away from gangs. Young noted further that written <br />documentation could produce heavier penalties in court. The Mayor requested Mayor Pro <br />Tern Pulido to work closely with the Hispanic community on this effort on behalf of the <br />Council. <br /> <br />RECESSED TO CLOSED SESSION - ROOM 147 - 12:05 A.M. <br /> <br />The Clerk of the Council announced that the City Council was recessing to Closed Session <br />pursuant to: <br /> <br />Government Code Section 54956.9(a) to confer with the City Attorney regarding pending <br />litigation which had been initiated formally in to which the City was a party to wit: <br /> <br />Smith vs. City of Santa Ana (Worker's Compensation) <br />Sanchez vs. City of Santa Ana <br />Bonner vs. City of Santa Ana <br />Gomez vs. City of Santa Ana (Worker's Compensation) <br />McDonald vs. City of Santa Ana (Worker's Compensation) <br />Schick vs. City of Santa Ana <br /> <br />RECONVENED - COUNCIL CHAMBERS - 12:23 A.M. - All Councilmembers present. <br /> <br />70.A. <br /> <br />Motion: <br /> <br />CLOSED SESSION REPORT <br /> <br />1.
