City of Santa Ana <br />Right of Way Oversight and Related Services <br />Phase I Bristol Street Widening between <br />McFadden Avenue and Pine Street <br />PROJECT UNDERSTANDING AND APPROACH TO STATEMENT OF WORK <br />This section presents CPSI's understanding of the project assignment, the statement of work and our <br />approach to the accomplishment of the scope of services. These procedures assure that oversight services <br />will be provided in such a manner as to ensure project success, while property owners and tenants are <br />treated in accordance with appropriate rules and regulations. Key oversight responsibilities include: <br />coordination, monitoring and implementing City of Santa Ana (City) right of way activities; consultant <br />oversight and coordination; real property acquisition support; and management and implementation of <br />relocation activities. <br />Project Understanding <br />As a result of the Orange County Transportation Authority's approval and recent funding agreement, the <br />City is planning to proceed with the Bristol Street Widening Project between McFadden Avenue and Pine <br />Street. With the implementation of the Bristol Specific Plan, this project consist of 55 full acquisition <br />residential parcels, 12 full acquisition commercial parcels; and 27 partial acquisitions. <br />It is anticipated that the City will be responsible for the establishment of right of way requirements, right of <br />way mapping, appraisals, environmental studies, right of way acquisition, relocation, property <br />management, demolition and site clearing, and title transfer to the City. It is also anticipated that the City <br />will have the responsibility to acquire by condemnation any parcels for which negotiations become <br />unsuccessful. <br />The City desires to retain the services of a qualified professional right of way team to provide oversight <br />services in conjunction with acquisition, relocation and property management activities. The selected <br />consultant will be particularly skilled in project management, appraisal practices, property acquisition, <br />relocation assistance, and property management. The overall objective of the City's Oversight Team will <br />be to assure the City timely and cost effective consulting services with proper implementation of all <br />acquisition, relocation and property management activities, within the project schedule. <br />Project Management <br />This section of our proposal describes CPSI's project management procedures and incorporates the key <br />elements of the City's statement of work, identified in the Request for Proposal. CPSI's Right of Way <br />Project Manager will meet with the City's staff for a project "kick -off meeting" to review the City's <br />requirements for the requested Right of Way Oversight Services. It is anticipated that CPSI will assist the <br />City with the preparation of the City's Right of Way Policies and Procedures. Upon approval by the City, <br />this information will be documented, communicated, and accepted by all City consultants. <br />CPSI will focus on the overall Phase I budget and specific critical path schedule milestones. We will also <br />discuss the City's requirements as to day -to -day coordination with City staff, relevant consultants, and <br />governing authorities. Discussions will also include progress reporting, deliverables, document pre- <br />paration, and file format. <br />Upon City approval, CPSI proposes to take a pro- active approach to the first 180 days of the project. This <br />will include critical task assignments as opportunity purchases, completion of a Phase I Relocation Plan, <br />assistance with community outreach meetings, preliminary title work, preparation of offer packages, and <br />coordination and implementation of relocation activities. <br />CPSI 2of20 <br />
