CPSI's Right of Way Project Manager will implement a tracking and diary system for all acquisition, <br />relocation, and property management consultants. This will ensure early identification of potential problem <br />situations and an additional tool to assist in meeting project milestones on a timely basis. Additional <br />Progress Summary Reports will be prepared, in accordance with City requirements and submitted on a bi- <br />monthly basis. <br />Statement of Work <br />Since funding for the Bristol Street Widening Project between McFadden Avenue and Pine Street is from <br />state gas tax money, real estate project activities will be governed by California Government Code Section <br />7260 and implemented in accordance with California Code of Regulations Title 25. Appraisal services <br />will need to be performed in conformance with the Uniform Standard of Professional Appraisal Practices. <br />CPSI's Oversight Team is very experienced in performing right of way appraisals, acquisition and <br />relocation services under both federally, state, and locally funded projects. This will ensure the City's full <br />compliance of existing and/or the latest promulgated regulations. <br />We recommend that CPSI's oversight role include, but not be limited to the following: procurement <br />compliance; relocation interviews and preparation of the Phase I Relocation Plan; coordination of title, <br />environmental, appraisal, acquisition, residential relocations, and property management functions; <br />attendance at meetings and public hearings; conduct project presentations; complete negotiations on <br />difficult and unresolved acquisitions; complete all Phase I business relocations. <br />Quality Control Plan <br />CPSI has a work ethic and a commitment to excellence that is translated to a high quality work product and <br />a tremendous client satisfaction. All work performed by CPSI will be performed in accordance with <br />applicable rules and regulations, and in a high quality and professional manner. <br />As part of the oversight functions, CPSI will establish standards for quality and monitoring to assure that <br />the City receives accurate, comprehensive and properly documented data. The Quality Control Plan will be <br />in affect during the entire project. In addition, the CPSI Quality Control Plan will establish a process <br />whereby the Right of Way Project Manager directs and/or reviews all work products prior to submittal to <br />the City. <br />Consultant Agreement <br />CPSI has reviewed Attachment C, "Certificate of Liability Insurance and Additional Insured Endorsement" <br />and Attachment D, "Sample Contract Agreement" Upon selection by the City of Santa Ana, CPSI will <br />execute the Agreements and fully comply with its provisions. Upon Notification of Award, CPSI will: <br />• Proceed with the services outlined in the Request for Proposal and attached Agreements. <br />• Diligently work on each assignment, complete each task to accommodate the City's needs. <br />• Agree to be responsible for the accuracy and completeness of work produced by their Oversight Team. <br />• Complete all work in compliance with applicable rules and regulations. <br />• Agree that all work is subject to inspection by the City or their representative. <br />Project Records <br />CPSI will prepare, maintain and submit correspondence, records, reports, analyses, schedules and databases <br />as required by the City.
