<br />CITY OF SANTA ANA <br />2006-2007 ANNUAL ACTION PLAN <br /> <br />EMERGENCY SHELTER GRANT <br />The same standards utilized for CDBG funded subrecipients are utilized to monitor <br />agencies funded with ESG. <br /> <br />HOME <br />A HOME project monitoring plan has been developed and implemented by the City. <br />For rental projects, this plan calls for an annual review of subrecipients, project <br />finances, tenant eligibility and periodic housing quality standards inspections per 92 <br />504 d. For ownership rehabilitation and assistance activities, the plan ensures <br />participant eligibility and HQS compliance. The City will also continue efforts to <br />provide contract opportunities for minority/women owned business. These efforts <br />will be reported as part of the comprehensive consolidated annual performance <br />report submitted to HUD. <br /> <br />HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS <br />A comprehensive report of all activities funded under the HOPWA program is <br />prepared annually and submitted as part of the comprehensive consolidated <br />performance report to HUD. The City has not established a formal monitoring <br />system for HOPWA-funded activities. <br /> <br />In addition to quarterly, annual and project close out reports, the City monitors <br />programs with the assistance of the Finance Department to ensure all federal funds <br />are spent in a timely manner. Finally, HUD's Integrated Disbursement and <br />Information System (IDIS) allows the City to monitor line of credit balances and <br />project status. Santa Ana has taken extensive measures to safeguard public funds <br />and ensure timely use of funds. <br /> <br />4/20/06 <br /> <br />32 <br />190-37 <br />
