<br />c. A substantial permanent increase in ambient noise levels in <br />the project vicinity above levels existing without the <br />project. <br /> <br />Less Than Significant Impacts <br /> <br />Traffic Noise <br /> <br />As mentioned above the 70 CNEL is located approximately 75-feet <br />from the centerline of First Street. The proposed medical <br />buildings are located approximately 90-feet from the centerline <br />of First Street. Therefore, the noise level at this location <br />would be less than the 75 CNEL and the proposed medical office <br />use would be compatible with the noise environment. <br /> <br />The proposed project would generate vehicle trips that are added <br />to the local roadway network and the inclusion of these vehicles <br />could raise traffic noise levels within the project area. An <br />impact is considered significant if the project were to increase <br />this noise by an audible level of 3 dBA CNEL. <br /> <br />Typically, a 3 dB increase to an existing noise level would <br />occur when there is a doubling of traffic within the project <br />area. The proposed project would generate an additional 1,150 <br />vehicle trips within the project area. This amount would not <br />double the amount of traffic within the project area and <br />therefore, would not result in a 3 dB increase to existing noise <br />levels. <br /> <br />B. Exposure of persons to or generation of excessive <br />groundborne vibration or groundborne noise levels. <br /> <br />Less Than Significant Impact <br /> <br />Vibration is a trembling, quivering, or oscillating motion of <br />the earth. Vibration can be either natural as in the form of <br />earthquakes, volcanic eruptions, sea waves, landslides, etc. or <br />man-made as from explosions, the action of heavy machinery, or <br />heavy vehicles such as trucks or trains. One of the more common <br />forms of vibration impacts associated with construction <br />operations is from pile driving activities. <br /> <br />The construction of the proposed project would involve the use <br />of conventional construction and equipment and would not involve <br />the use of pile driving activities. Less than significant <br />vibration impacts would occur. <br /> <br />23 <br /> <br />3~~7 <br />
