<br />to the Bowerman Landfill. The Bowerman Landfill is permitted to <br />accept 8,500 tons per day and is anticipated to close in year <br />2024. <br /> <br />The California Integrated Waste Management Act of 1989 (AB 939) <br />mandates all cities and counties in California to divert fifty <br />percent of solid waste generated from landfill disposal. As part <br />of the General Plan, the City of Santa Ana has prepared a Source <br />Reduction and Recycling Element, which describe how the City <br />complies with the mandates of AB 939. In order to comply with <br />the requirements of AB 939, the City has implemented several <br />waste reduction programs including green waste programs, source <br />reduction programs, and recycling programs. <br /> <br />Based on solid waste generation rate of 6.0 pounds per day per <br />1000 square feet of office area, the proposed project would <br />generate an additional 138 pounds per day of solid waste. The <br />increases in solid waste would be considered minor in comparison <br />to the 8,500 tons of solid waste taken to the Bowerman Landfill <br />daily. Additionally, the proposed project would be required to <br />comply with the City's waste reduction programs to reduce the <br />demand for solid waste disposal. Compliance with the City's <br />recycling program would reduce long-term solid waste disposal <br />service impacts to a level considered less than significant. <br /> <br />XVII. MANDATORY FINDINGS OF SIGNIFICANCE <br /> <br />A. Does the project have the potential to degrade the quality <br />of the environment, substantially reduce the habitat of a <br />fish or wildlife species, cause a fish or wildlife <br />population to drop below self-sustaining levels, threaten <br />to eliminate a plant or animal community, reduce the number <br />or restrict the range of a rare or endangered plant or <br />animal or eliminate important examples of the major periods <br />of California history or prehistory. <br /> <br />Less than Significant <br /> <br />Implementation of the proposed project would not substantially <br />reduce the habitat of fish or wildlife species, in that no fish <br />or wildlife populations are known to exist on the project site, <br />and the probability for discovery of unknown resources would be <br />low. <br /> <br />B.
