Authorized Program Expenditures <br /> <br />Funds provided through the EMPG program shall be used for emergency management <br />programs to accomplish the following initiatives: <br /> <br />a) Emergency Management Organization Program. Programs must continue to <br />fund all necessary aspects of the emergency management program that support <br />day-to-day preparedness, response, and recovery activities, including mitigation <br />efforts. <br /> <br />b) Homeland Security Assessment and Strategy Integration. Ensure that <br />EMPG strategic goals, objectives, operational capabilities, and resource <br />requirements are adequately incorporated in and reflective of State Homeland <br />Security Strategies. Local emergency management agencies implementing <br />EMPG programs should also ensure alignment with Urban Area Homeland <br />Security Strategies, where appropriate. Emergency management agencies <br />and/or departments should coordinate these EMPG program strategic goals and <br />objectives with state and urban area operational plans and procedures <br />accordingly. <br /> <br />c) NRP and NIMS. Emergency management programs must update and/or modify <br />their operational plans, and training and exercise activities, as necessary, to <br />achieve conformance with the NRP and the NIMS implementation guidelines, <br />coordinating structures, processes, and protocols, as required. Federal <br />departments and agencies are mandating adoption of NIMS by state and local <br />organizations as a condition for federal preparedness assistance after October 1, <br />2004. Emergency management programs should take all necessary steps to <br />move towards compliance with EMAP standards. Shortfalls identified during the <br />baseline process should be remediated; if the program has been accredited, any <br />remaining program shortfalls should be remediated. <br /> <br />All initiatives in the EMPG program should align with the 15 emergency management <br />functions (EMFs). These functions can be addressed through the following categorical <br />activities, which include planning, organization, equipment, training, exercise, and M&A <br />categories. These following categorical activities also include example activities that <br />are allowable under the FY05 EMPG program. <br /> <br />All costs under these categories must be eligible under OMB Circular No. A-8?, <br />Attachment A, located at http://www.whitehouse.Qov/omb/circulars/index.html.
