WORK STUDY SESSION <br />W.S.A. REVIEW OF PROPOSED CITY CHARTER AMENDMENTS — Boards and <br />Commissions (SECTIONS 901, 901.1, 910, 911, and 912) — presented by <br />Pat Healy, Clerk of the Council and Ben Kaufman, Chief Assistant City <br />Attorney. Highlights of this presentation are as follows: <br />• Currently, under Section 901, members appointed and removed by a <br />majority of the Council <br />• Terms are for four years and until successor is appointed <br />• Term limit of two consecutive terms of four years <br />• If member absent three regular meeting, consecutively, and unexcused <br />— office declared vacant <br />• Term of office concurrent with terms of councilmembers <br />• Proposal: <br />o Following adoption — Council to designate seats by ward and <br />one city-wide seat <br />o All terms begin on the same date as councilmember terms <br />o Beginning after 2006 election, at least 50% of nominations by <br />councilmember must be residents of the member's ward <br />o If member absent two times, consecutively, unexcused — office <br />declared vacant <br />o Must attend 50% of regular meetings in calendar year or office <br />vacant <br />o Limit of two consecutive terms of four years each, irrespective of <br />what seat or seats held <br />o One seat designated as city-wide seat — two year term — four <br />term limit <br />o Not eligible for appointment if completed a term on the Council <br />preceding the board term <br />• Term limits for boards adopted in 1966 <br />• Amendment to set terms to coincide with council terms in 1983 <br />• Current practice — each councilmember nominates one of commission <br />seats <br />• Amendment to directly elect mayor adopted 1986 <br />• Policy adopted to appoint one commissioner to two year term <br />• City Attorney opinion to City Clerk — practice inconsistent with Charter <br />• Section 901.1 - If member becomes treasurer of campaign committee <br />for candidate, office vacant <br />• Adds provision that no person who is a treasurer is eligible for <br />appointment <br />• Section 910 — currently states that Planning Commission prepares <br />master plan and ten year capital improvement program <br />• Revise to state that Planning Commission periodically reviews the <br />General Plan and reviews the Capital Improvement program — not <br />prepare <br />CITY COUNCIL MINUTES 147 MAY 1, 2006 <br />
