II. DESCRIPTION OE THE GOVERNMENT <br />The City of Santa Ana is a Charter City in the State of California located in northern Orange <br />County. 'The City's offices are located at 20 Civic Center Plaza, Santa Ana, California, 92702. <br />fhe City was incorporated in 1886, and operates under aCouncil-Manager form of government. <br />The City's estimated population is 351,000. The City is bordered by Garden Grove, "Tustin, <br />Orange, Costa Mesa, fountain Valley, and Westminster. <br />Santa Ana operates as a "full service city", primarily utilizing conh~acts with other governmental <br />entities, private firms and individuals to provide the supplemental municipal services to the <br />community. City services include police, fire, water, sewer, road maintenance, and recreation, <br />library, planning, building and engineering services. <br />I~he City's principal revenue sources are sales & uses tax (20%), property taxes (19%) and utility <br />users tax (13`%). The City employs 1,745 full-time equivalent staff. <br />n. Seven special revenue funds including the Housing Authority Fund. <br />5. Agency Funds -funds held by the City in a trustee capacity. <br />
