II. DESCRIPTION OE THE GOVERNMENT The City of Santa Ana is a Charter City in the State of California located in northern Orange County. 'The City's offices are located at 20 Civic Center Plaza, Santa Ana, California, 92702. fhe City was incorporated in 1886, and operates under aCouncil-Manager form of government. The City's estimated population is 351,000. The City is bordered by Garden Grove, "Tustin, Orange, Costa Mesa, fountain Valley, and Westminster. Santa Ana operates as a "full service city", primarily utilizing conh~acts with other governmental entities, private firms and individuals to provide the supplemental municipal services to the community. City services include police, fire, water, sewer, road maintenance, and recreation, library, planning, building and engineering services.
