Direct the City Attorney to prepare and authorize the City Manager <br />and the Clerk of the Council to execute a Memorandum of <br />Understanding with the Federal Empowerment Zone. <br /> <br />WORKFORCE INVESTMENT BOARD <br /> <br />Recommended that the City Council approve entering into Memorandums of <br />Understanding with the following Workforce Investment Act (WIA) mandated <br />partners: the Santa Ana W/O/R/K Center, State of California Employment <br />Development; Asian American Senior Citizens Service Center; Goodwill <br />Industries of Orange County; Community Action Partnership of Orange <br />County; Center for Employment and Training; Central County Regional <br />Occupational Program; Rancho Santiago Community College District; Santa <br />Ana Unified School District; Orange County Social Services Agency; Santa <br />Ana Housing Authority; and the Federal Empowerment Zone. <br /> <br />By a vote of 16:0:2 (Ray and Quarles abstained; Chapman, Claudio, Conrad, <br />de Leon, Didion, Meza, Notch, Oakes, Zarate-Cervantes absent) at its <br />Regular Meeting of May 12, 2006. <br /> <br />DISCUSSION <br /> <br />The Workforce Investment Act (WIA), requlres that the Santa Ana Workforce <br />Investment Board (WIB) establish a One-Stop delivery system which <br />provides workforce development services. The One Stop delivery system is <br />a network of WIA mandated and optional partners that are responsible for <br />providing a variety of services, which lead to training and employment <br />opportuni ties for adults, dislocated workers and local youth. The City <br />of Santa Ana W/O/R/K Center currently operates the One-Stop center for <br />the WIB. The WIA specifies that the WIA funded Adult and Dislocated <br /> <br />250-2 <br />
