CITY COUNCIL COMMENTS <br /> <br />Councilmember Richardson: <br /> <br />- commented on the recent graduation ceremonies for the City's first class of <br /> detention officers and noted the program might be viewed on cable television; <br /> <br />-commended staff on a successful "Breakfast for Small Businesses"; <br /> <br />- requested the Police Department and Public Works Agency investigate installation <br /> of speed "humps" as a traffic control measure; <br /> <br />- encouraged the tri-partite partnership consisting of the Planning and Building <br /> Agency, the City Attorney's Office, and neighborhood residents to continue their <br /> aggressive code enforcement efforts; and <br /> <br />- suggested the Planning and Building Agency's Code Enforcement staff and the <br /> Community Development Agency's Neighborhood Improvement staff develop a <br /> "court watch" program that would make residents aware of pending court cases <br /> involving code violations in their neighborhoods. <br /> <br />Councilmember Mills requested the City Manager provide the Council with a schedule of <br />anticipated actions relative to the proposed materials recovery facility. <br /> <br />Councilmember Pulido: <br /> <br />- commended staff and the City Manager for successfully concluding the <br /> Community Development Block Grant budget process; <br /> <br />- advised the listening audience of a Delhi Community Center parade in the Delhi <br /> neighborhood on Saturday, May 22, 1993; and <br /> <br />- requested the City Manager provide the Council with an update regarding revised <br /> regulations for garage and yard sales. <br /> <br />RECESS TO CLOSED SESSION - 7:37 p.m. - ROOM 147 <br /> <br />The Clerk of the Council announced that the City Council was recessing to Closed Session <br />pursuant to: <br /> <br /> Government Code Section 54956.9(a) to confer with the City Attorney regarding <br /> pending litigation which had been initiated formally and to which the City was a <br /> party, to wit: <br /> <br /> - Escobar v.
