<br />Zoning Ordinance Amendment No. 2006-02 <br />Site Plan Review No. 2006-01 <br />May 22, 2006 <br />Page 2 <br /> <br />retail, furniture and bulk merchandise stores with a maximum of two <br />tenants per building. The property has a zoning designation of Specific <br />Development No. 8 (SD-8) and a General Plan Designation of Professional <br />and Administrative Office (PAO), which allows a Floor Area Ratio of <br />0.50. The property is also designated as a Major Development Area in <br />the General Plan. <br /> <br />The proj ect site currently consists of three parcels, with the <br />parcel containing an Edison Company utility easement for above <br />transmission towers. The easement is approximately 120 feet wide <br />feet long and runs north and south through the project site. The <br />parcel is vacant and was the former location of the Crazy <br />Restaurant, which was demolished in 2005. The third parcel is <br />undeveloped land. Access to the project site is from Brookhollow <br />a private street accessible from Grand and Warner Avenues. <br /> <br />middle <br />ground <br />by 278 <br />second <br />Horse <br />vacant <br />Drive, <br /> <br />Surrounding land uses include one and two-story office buildings and <br />Warner Avenue to the north; a fast food restaurant and the Newport Costa <br />Mesa (SR-55) freeway to the south; the Newport Costa Mesa (SR-55) <br />Freeway to the east; and a Southern California Edison primary <br />distribution station, Grand Avenue and hotel/motel uses to the west <br />(Exhibits 1 and 2) . <br /> <br />Project Description <br /> <br />The proposed proj ect requires a zoning ordinance amendment to amend the <br />provisions of Specific Development No. 8 to create a third proj ect area <br />(Zone III) that would allow the development of 20,154 square feet of <br />retail and food uses on the site. Three new buildings will be constructed <br />on the site. The buildings will be limited to one and two stories and a <br />height of 40 feet. <br /> <br />Building A consists of a sit-down restaurant with an outdoor dining area <br />containing 8,171 square feet. The applicant does not currently have a <br />tenant for this building and it would be the responsibility of any future <br />restaurant tenant to obtain any necessary entitlements such as a <br />conditional use permit and separate City approvals for an entertainment <br />use or liquor sales. Building B is approximately 5,302 square feet in <br />size. The building would contain 4,315 square feet of food uses, <br />including a 1,486 square foot coffee shop, and 987 square feet of retail <br />uses. Building C consists of 6,681 square feet of area. The building <br />contains 2,500 square feet of food uses and 4,211 square feet within two <br />retail tenant spaces. <br /> <br />75A-3 <br /> <br />- <br />
