<br />III. AIR QUALITY <br /> <br />A. Conflict with or obstruct implementation of applicable Air <br />Quality Attainment Plan or congestion Management Plan? <br /> <br />Less Than Significant Impact <br /> <br />The proposed project site is located within the South Coast Air <br />Basin and subj ect to the requirements of the Clear Air Act at <br />both the Federal and State level, as implemented by the South <br />Coast Air Quality Management District (SCAQMD). The South Coast <br />Air Quality Management Plan (AQMP) is the primary planning <br />document to monitor if air quality standards and objectives are <br />being achieved in the South Coast Air Basin. The air quality <br />objectives in the AQMP are based upon population and growth <br />proj ections provided in regional planning programs and local <br />general plans. <br /> <br />The proposed project would be consistent with the City's General <br />Plan and the growth projection for the project area. Therefore, <br />implementation of the proposed project would not be in conflict <br />with the Air Quality Management Plan. <br /> <br />B. <br /> <br />Violate any <br />contribute <br />violation? <br /> <br />stationary source <br />to an existing <br /> <br />air quality <br />or proposed <br /> <br />standard or <br />air quality <br /> <br />c. Result in a cwnulatively considerable net increase of any <br />cri teria pollutant for which the proj ect region is non- <br />attainment under an applicable federal or state ambient air <br />quality standard? <br /> <br />D. <br /> <br />Expose Sensitive <br />concentrations? <br /> <br />receptors <br /> <br />to <br /> <br />substantial <br /> <br />pollutant <br /> <br />Potentially Significant Unless Mitigation Incorporated <br /> <br />As mentioned previously, the South Coast Air Quality Management <br />District (SCAQMD) regulates air quality pollutants in the South <br />Coast Air Basin. Pollutants for which ambient standards have set <br />are referred to as criteria pollutants. Criteria pollutants <br />include Ozone (03), Carbon Monoxide (CO), Nitrogen Dioxide <br />(N02) , Sulfur Dioxide (S02), and particulate Matter (PM10). The <br />South Coast Air Basin is currently a non-attainment area for <br />Carbon Monoxide, Ozone and particulate Matter. The SCAQMD <br />considers an air quality impact to be significant if it exceeds <br />the criteria pollutant thresholds identified in the Table A-l. <br /> <br />7 <br /> <br />7 5A~7 <br />
