SECTION 1.0 INTRODUCTION PURPOSE OF THE INITIAL STUDY The purpose of this Initial Study/Mitigated Negative Declaration is to describe the proposed project and provide an evaluation of potential environmental effects associated with the short-term construction and long-term operation of the proposed Crazy Horse Square Food, Retail and Office Center. The Initial Study has been prepared pursuant to the California Environmental Quality Act (CEQA), State CEQA Guidelines and the City of Santa Ana CEQA Environmental Procedures. Pursuant to Section 15367 of the State CEQA Guidelines, the City of Santa Ana is the Lead Agency for the proposed project. The Lead Agency is the public agency that has the principal responsibility for carrying out or approving the proposed project. PROJECT APPROVAL PROCESS The Initial Study/Mitigated Negative Declaration has been submitted to potentially affected agencies and individuals. In accordance with Section 15072 (b)(1) of the CEQA Guidelines a Notice of Intent (NOI) to adopt a Mitigated Negative Declaration was published in a newspaper of general circulation within the project area. There will be a 30-day public review period for the Initial Study/Mitigated Negative Declaration in accordance with Section 15073 of the CEQA Guidelines. In reviewing the Initial Study/Mitigated Negative Declaration, affected public agencies and the interested public should focus on the sufficiency of the document in identifying and analyzing the potential impacts on the environment and ways in which the potentially significant effects of the project are avoided or mitigated through the design of the project.
