SECTION 2.0 <br />PROJECT DESCRIPTION <br />PROPOSED PROJECT <br />The proposed project is a request for approval of a zoning <br />ordinance amendment to amend provisions of Specific Development <br />No. 8, conditional use permit to allow development of retail and <br />restaurant uses within the Specific Development Area, and to <br />allow parking on an Edison easement, and site plan review <br />approval for development within a specific development zone. <br />Additionally, a lot merger is necessary to consolidate parcels. <br />SETTING <br />The project site is a 2.82-acre parcel located at 1580 East <br />Warner Avenue. The project site is located within the <br />Brookhollow Office Park. The Brookhollow Office Park consists <br />of 34.7 acres and contains 25 buildings with a total 399,516 <br />square feet of office area. <br />The Brookhollow Office Park has a zoning designation of Specific <br />Development No. 8 (SD-8) and a General Plan Designation of <br />Professional and Administrative Office (PAO), which allows a <br />Floor Area Ratio of 0.50. <br />As shown on Exhibit 1, the project site is located near the <br />intersection of Brookhollow Drive and Grand Avenue. The site is <br />generally bounded by one and two story office buildings, <br />Brookhollow Drive and Warner Avenue to the north; a fast food <br />restaurant and the Costa Mesa (SR-55) freeway to the south; the <br />Costa Mesa (SR-55) freeway to the east; and a Southern <br />California Edison primary distribution station, vacant land and <br />hotel/motel uses to the west <br />The project site is composed of three parcels. One parcel <br />contains a Southern California Edison Easement with an above <br />ground transmission tower. The second parcel is vacant and was <br />the former location of the Crazy Horse Restaurant, which has <br />been demolished. The third parcel is vacant undeveloped land. <br />PROJECT DESCRIPTION <br />The proposed project would amend the provisions of Specific <br />Development No. 8 to create a third project area (Area III) that <br />would allow the development of 20,154 square feet of retail, and <br />food uses on the project site. The three separate parcels would <br />be consolidated into one parcel and three new buildings would be <br />constructed on the site. Access to the project site would be <br />from Brookhollow Drive, a private street accessible from Grand <br />and Warner Avenues. <br />2 <br />7~~~~7 <br />
