RESOLUTION NO. 2006- <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA TO AMEND RESOLUTION NOS. 82-110 AND <br />85-27 TO REFLECT CHANGES REGARDING REPRESENTED <br />PART-TIME TITLES AND PROVIDE PAY INCREASES FOR <br />ALL PART-TIME TITLES FOR FISCAL YEARS 2006-2007 AND <br />2007-2008 <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1: The City Council hereby finds, determines and declares as follows: <br />A. Section 1004, Article X of the City Charter of the City of Santa Ana <br />requires the City Manager to prepare, install and maintain a position <br />classification and pay plan subject to civil service rules and regulations <br />and the approval of the City Council. <br />B. On August 2, 1982, the City Council passed and adopted Resolution No. <br />82-110 revising and re-establishing the Basic Classification and <br />Compensation Plan for all officers and employees of the City of <br />Santa Ana. <br />C. On February 4, 1985, the City Council passed and adopted Resolution No. <br />85-27 establishing the exempt classification of Management Intern in the <br />office of the City Manager. <br />D. On July 20, 1992, the City Council passed and adopted Resolution No. <br />92-071, amending Resolution No. 82-110 to set forth wage rates for <br />Unaffiliated and Represented Part-Time titles, respectively. <br />E. The City Council has approved a Memorandum of Understanding (MOU) <br />with Santa Ana City Employees, Chapter 1939/Service Employees <br />International Union Local 347 AFL-CIO Part Time Employee <br />Representation Unit for fiscal years 2004-2008 providing equity <br />adjustments for fourteen Represented Part-Time classification titles, <br />plus an across-the-board four and one-half percent (4.5%) base hourly <br />wage increase effective July 1, 2006, plus an additional across-the-board <br />increase effective July 1, 2007, to be determined per Article IV, Section <br />4.1 of the Service Employees International Union (SEIU) Part-Time MOU. <br />F. It is now proposed to provide Unaffiliated Non-Civil Service Part-Time <br />classification titles with the same across-the-board increases on the same <br />effective date(s) and in the same manner as those provided for <br />Represented Non-Civil Service Part-Time classification titles, and to set <br />25F-3 <br />
