<br />bk:G/13/0G <br /> <br />RESOLUTION NO. 2006-039 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA CONCERNING THE STATUS <br />OF THE CIRCULATION ELEMENT OF THE CITY OF <br />SANTA ANA'S GENERAL PLAN <br /> <br />THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES RESOLVE AS <br />FOLLOWS: <br /> <br />Section 1. The City Council of the City of Santa Ana does find, determine and <br />declare <br />as follows: <br /> <br />A. The City of Santa Ana desires to maintain and improve the streets within <br />its jurisdiction, including those arterials contained in the Orange County <br />Master Plan of Arterial Highways (MPAH). <br /> <br />B. The City of Santa Ana has endorsed a definition of, and a process for, <br />determining conSistency of the City's Traffic Circulation Plan with the <br />MPAH. <br /> <br />C. The City has adopted a General Plan Circulation Element, which does <br />not preclude implementation of the MPAH within its jurisdiction. <br /> <br />D. The City is required to adopt a resolution every even numbered year <br />informing the Orange County Transportation Authority (OCTA) that the <br />City's Circulation Element is in conformance with the MPAH and whether <br />any changes to any arterial highways of said Circulation Element have <br />been adopted by the City during Fiscal Years 2004-2005 and 2005- <br />2006. <br /> <br />E. The City is required to send every even numbered year to the OCT A all <br />recommended changes to the City Circulation Element and the MPAH <br />for the purpose of requalifying for participation in the Combined <br />Transportation Funding Programs. <br /> <br />F. The City is required to self certify its Pavement Management Plan (PMP) <br />every two years and to provide OCTA with the PMP Certification in order <br />to obtain and remain eligible for receiving Measure M Funds. <br /> <br />Section 2. The City of Santa Ana does hereby inform OCTA of the following: <br /> <br />A. The arterial highway portion of the City Circulation Element IS in <br />conformance with the County Master Plan of Arterial Highways. <br /> <br />Resolution No. 2006-039 <br />Page 1 of 2 <br />
