CO1VEMENTS <br /> <br />90.A. <br /> <br />PUBLIC COMMENTS <br /> <br />Mayor Young noted receipt of a written communication in lieu of a verbal communication <br />from Margaret Farris which he indicated he would forward to staff for appropriate action. <br /> <br />Bernie LaChapelle, 1346 Rene, urged the City Council to vote against any increase to the <br />Utility Users Tax and also commented on various City Programs. <br /> <br />Miles Leach, 2025 W. 10th St., verified a memo addressing his comments at the previous <br />Council meeting regarding filling the Ward 6 Council vacancy had not been prepared, and <br />also expressed concern regarding Sec. 1501 of the City Charter regarding enforcement of <br />Charter violations. <br /> <br />Sean Mill, 617 S. Starboard, expressed opposition to increasing the Utility Users Tax, <br />complimented several Councilmembers on their responses to his concerns, and advised the <br />Council regarding the mitigation of adverse media commentary. <br /> <br />William "Larry" Day, owner of Grand Pet Care Centers (City's animal shelter provider), <br />indicated that although he had tried, he had been unable to meet on a personal basis with the <br />persons who had expressed concerns regarding Shelter operations at previous Council <br />meetings. He expressed his willingness to work with the City in addressing any concerns <br />and invited Councilmembers to visit the facility. <br /> <br />Councilmembers discussed several aspects of the Shelter's operations. Councilmember <br />Richardson reiterated his recommendation to increase noise attenuation and to install signs to <br />clearly indicate the Pet Care Center is also the Santa Ana Animal Shelter. <br /> <br />John W. Pyle, 1415 N. Spurgeon, //419, requested the Council allow him to obtain a French <br />Court parking permit for his camper which was recently adapted to his medical needs. <br />Mayor Young referred Pyle to the City Manager for assistance. <br /> <br />Tamara Niles, 200 W. Columbine, J-5, opined that adoption of Resolution 93-076 which <br />established the permit parking district in her neighborhood had resulted in discriminatory <br />treatment against apartment dwellers who also had the right to park on public streets. Mayor <br />Young requested the City Manager investigate her situation and provide Council with a <br />report. <br /> <br />Ed Danoff, 338 W. Halesworth, expressed frustration concerning incompatibility between the <br />City's fence standards and historic protection standards which were preventing his use of old <br />Fire Station//1 for office purposes. From the dais Councilmember Richardson arranged to <br />meet with Danoff and Planning and Building Executive Director Robyn Uptegraff at 12:00 <br />noon on Wednesday to resolve the problem. <br /> <br />CITY COUNCIL MINUTES 401 DECEMBER 20, 1993 <br /> <br /> <br />
