Planning and Building Agency Executive Director Robyn Uptegraff reviewed the Agenda for <br />the meeting and "Issue Bin" items from previous 2020 Master Plan discussions which <br />include: <br /> Fixed Guideway (light rail) Route <br /> Main Street/17th Street Improvements <br /> Reduction of Commercial Acreage <br /> Non-conforming Use Properties <br /> <br />2020 MASTER PLAN - PARKS AND RECREATION OPEN SPACE/FACILITIES NEEDS <br /> <br />Recreation and Community Services Director Allen Doby briefed the Council on the findings <br />of two parks assessment needs surveys (Economic Research Associates (ERA), 1980; ERA <br />and Barrio Planners, 1992). He indicated the central core of Santa Ana, the City's most <br />densely populated area, was in need of at least three new neighborhood parks, but that the <br />acquisition cost of additional park acreage in that area was cost-prohibitive. <br /> <br />Doby explained the City planned to develop recreation centers in Rosita, Delhi, Memorial, <br />and Thornton or Santa Anita Parks in the next four to five years, and to contract some <br />recreation programming with the Boys and Girls Club in the next fiscal year. He identified <br />the most favored locations for parks in the central core and responded to Councilmembers' <br />questions. <br /> <br />Councilmembers discussed various recreation issues including but not limited to: <br /> <br /> working with the City's school districts on joint recreation programming at <br /> school sites and meeting youth recreation needs; <br /> <br /> development of a capital improvement program for existing park sites; <br /> <br /> need for a long-term planning document for new parks and park <br /> improvements; <br /> <br /> balance between recreation programming and facilities development; <br /> working with the neighborhood associations to avoid overuse of parks; <br /> - development of a major recreation facility at Memorial Park; <br /> - safety in the parks; <br /> <br /> - status of Fisher Park improvements; and <br /> <br /> - park improvement priorities and scheduling. <br /> <br />City Manager David Ream noted the major sources of funds for the four proposed recreation <br />centers included tax increment and Community Development Block Grant funds, various <br /> <br />CITY COUNCIL MINUTES 85 APRIL 4, 1994 <br /> <br /> <br />
