State recreation grants, and a possible additional loan from Section 108 Housing funds. He <br />indicated that tax increment funds currently earmarked for the Harbor Boulevard Median <br />improvements could be reallocated to the Rosita Park improvements. <br /> <br />Mayor Young solicited comments from the audience. <br /> <br />David Lopez and Joe Vielma expressed concern about reallocating funds from the Harbor <br />Boulevard median project to Rosita Park improvements. <br /> <br />Beverly Ravelli and Nate Romick spoke in favor of the Rosita Park recreation center. <br /> <br />Jason Soifer expressed concern regarding the high cost of including dark room facilities in <br />recreation centers and encouraged more use of California State University Fullerton facilities. <br /> <br />Rick Rodriguez assured the Council the Delhi Neighborhood was interested in the <br />development of a larger park at the Warner Street corporate yard site, expressed concern that <br />a larger park might provide a "hang-out" for gangs, and encouraged the Council to use youth <br />labor in developing the Delhi Park site. <br /> <br />Councilmembers continued to discuss park-related issues and requested staff provide the <br />following: <br /> <br /> - dollar costs for photography facilities; <br /> <br /> - facilities utilization plan that optimizes use of existing facilities; and <br /> <br /> - Harbor Boulevard median project design schedule and costs. <br /> <br />Mayor Young acknowledged Rosita, Delhi, and Memorial Park improvements as priority <br />projects, and encouraged geographic balance in the designation of future projects. <br /> <br />COMMENTS <br /> <br />90.A.
