NO. 06-097) <br /> <br />Ma. <br /> <br />CITY MANAGER <br /> <br />APPROVED <br /> <br />D As Recommended <br />D As Amended <br />D Ordinance on 151 Reading <br />o Ordinance on 2nd Reading <br />D Implementing Resolution <br />D Set Public Hearing For <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Award a contract to PIPS Technology, Incorporated for the purchase of three <br />mobile Automated License Plate Recognition systems for an amount not to <br />exceed $98,000. <br /> <br />DISCUSSION <br /> <br />On August 16, 2004, the City Council accepted a $15 million Urban Area <br />Security Initiative grant from the federal Department of Homeland <br />Security, through the State of California, Office of Homeland Security. <br />This initiative was designed to enhance the domestic preparedness of urban <br />areas by ensuring that all emergency first responders have adequate <br />equipment and systems to prevent, respond to and recover from acts of <br />terrorism. The grant provides total reimbursement to local agencies for <br />equipment purchases approved and authorized by the Office of Disaster <br />Preparedness. <br /> <br />The PIPS Technology, Incorporated Automated License Plate Recognition <br />(ALPR) systems include a color camera and infrared illuminator in one <br />compact device that can be moved to any position in a police vehicle, and <br />moved between vehicles. The system must accurately run license plates <br />from either parked or moving police vehicles, targeting vehicles that may <br />be either parked or moving. The system captures vehicle and license data <br />in all types of lighting, can be operated continuously, seven days per <br />week, twenty-four hours a day, with an overall efficiency and accuracy <br />rate of eighty-five percent or higher. <br /> <br />22G-1 <br />
