COMMENTS <br />Mayor Pro Tem Pulido noted that drug activities seemed to be increasing in the alleys in the <br />Downtown and requested increased Police enforcement in that area. Pulido updated Council <br />regarding the City's efforts to decrease overcrowding. He reported that while the City had been <br />unsuccessful in getting State legislation passed, he and staff were pursuing an administrative solution <br />to the problem which had the support of the League of California Cities and Fire Services throughout <br />California. <br />Councilmember Lutz: <br />- thanked staff for its outstanding efforts in developing the fiscal year budget; <br />- reported a new publication GOOD NEWS TODAY would be published quarterly by <br />the Santa Ana Chamber of Commerce; and <br />- inquired regarding the status of the Artists Village Project in downtown Santa Ana. <br />Community Development Agency Executive Director City Nelson responded that three <br />units had already been leased by artists. <br />Councilmember McGuigan encouraged the listening audience to support a local youth soccer group, <br />the COBRAS, through attendance at a magic show fundraiser to be held on June 26 at Spurgeon <br />United Methodist Church. <br />In response to Mayor Young's inquiry, Recreation and Community Services Agency Executive <br />Director Allen Doby reported that the City's first commitment for use of Thornton Park was to girls <br />softball practice and games. <br />RECESSED TO CLOSED SESSION - ROOM 147 - 9:05 P.M. <br />CLOSED SESSION ITEMS <br />The Brown Act permits the City Council to discuss certain matters without members of the public <br />present, provided the items to be discussed are posted 72 hours prior to the City Council meeting. <br />Following are the items posted for the June 20, 1994 Closed Session. <br />95.A CONFERENCE WITH LABOR NEGOTIATOR (G.C.
