GeneralApproach <br />TRC understands that the primary goal and objective is to efficiently manage the City Work Orders (WO) in <br />accordance with the directives of City project managers and the written scope of work. TRC has extensive <br />experience on projects involving local, state and federal agencies. These projects include large portfolios <br />consisting of hundreds of individual projectsites aswell as projects for environmental due diligence on a single <br />property. <br />TRC has completed similar environmental support activities for the City of Santa Ana on the Edinger Avenue <br />and Grand Avenue widening projects, as well as for the Orange County Transportation Authority (OCTA) in <br />support of the widening of the 1 -5 freeway (please see Section C, <br />Similar Projects). We are prepared to perform of the <br />environmental site assessment (ESA) and remediation activities <br />associated with the Bristol Street Widening Project. TRC has the <br />capabilities and capacity to provide Phase I assessments for all 73 <br />residential and 21 commercial properties, if required by the City. <br />Following implementation of the Phase I task, TRC can provide <br />further Phase II site investigation actions, such as soil sampling <br />and asbestos or lead surveys. Finally, if necessary, TRC can <br />complete remediation of any identified environmental <br />contamination to prepare the sites for development during the <br />street widening project. TRC has assembled a program team to <br />manage and implement each task, from assessment through <br />remediation. Many of these personnel have worked on similar <br />projects forthe City or other municipalities and are very conscious <br />of the unique issues and the many stakeholder sensitivities involved. <br />Project Management <br />TRC anticipates that the City will initiate projects by a Request for Work Order Proposal ( RFWOP). TRC will <br />provide a single point of contact for the City contract. The TRC project manager (Manager) will receive the <br />RFWOP from the City. He will review the scope of work and assign the appropriate TRC technical lead. The <br />TRC technical lead will develop any questions regarding the RFWOP and will attend any job walk. The TRC <br />program manager and the TRC technical lead (Lead) will then develop a detailed cost estimate and proposal in <br />responseto the RFWOPforsubmittoltothe City. <br />After a Notice to Proceed (NTP) has been issued by the City for a specific scope of work, the Manager will <br />coordinate with the Lead to setup the project and establish the contact with the City. The Manager will remain <br />involved in the Work Order (WO) as needed bythe City or Lead. <br />The Lead will attend any WO meetings or additional site visits, and will be responsible for execution of the WO <br />and all elements of the scope of work. In addition the Lead will be responsible for communication with the City <br />project manager and completing a monthly status report for the WO. <br />Cost and Schedule /Status Reporting <br />TRC anticipates that the project cost and schedule will typically be defined in the WO Scope of Services. If <br />appropriate, detailed project schedules will be developed using scheduling software such as Microsoft Project. <br />Progress againstthe schedule will be reported to the City project manageron a weekly basis. <br />
