California Code of Regulations Title 14, Chapter 3 and routinely assist clients with the preparation of CEQA <br />documents and the developmentof presentations to explain projectelements to different audiences. <br />TRC has prepared numerous Mitigated Negative Declarations, Initial Studies, and Finding of No Significant <br />Impact documents for private and public projects throughout California. In addition, the CEQA staff at TRC <br />includes experts in areas such as biology, cultural resources, and environmental permitting. These experts <br />assist in the research required to prepare the CEQA documentation and to define mitigation requirements fora <br />Mitigated Negative Declaration if significant impacts can be avoided for a project. TRC's CEQA experts can <br />assistthe City with pre-application consultations for projects requiring CEQA documentation. TheTRCCEQA <br />staff currently provides assessments of potential impacts for all areas covered by CEQA. <br />If the effects of a potential project will present a significant impact, the TRC staff can assist the City with the <br />preparation of an Environmental Impact Report (EIR). The EIR is developed in accordance with state <br />requirements and the federal requirements of the National Environmental Policy Act (NEPA). Anenvironmental <br />assessment is conducted in accordance with NEPA requirements to identify and document all potential impacts <br />created bythe project. <br />
