The scope of work will include: <br />Task 1 — Records Review <br />• Review of published data, maps, and government documents for record of potential <br />hazardous materials/waste contamination at the site and in the immediate vicinity of the <br />site. Should it be determined that files exist for the subject site or sites adjacent to the <br />subject site, we may recommend that a review of the files may be warranted as part of a <br />supplemental task to this Phase I investigation. <br />• Interviews with past and present owners, operators, and occupants of the facility for the <br />purpose of gathering information regarding the potential for contamination at the <br />facility. If abandoned property, one or more adjacent owners/occupants must be <br />interviewed. <br />• Reviews of historical sources, such as chain of title documents, aerial photographs, <br />building department records, and land use records to determine previous uses and <br />occupancies of the real property since the property was first developed. <br />• Search for recorded environmental cleanup liens against the facility that are filed under <br />Federal, State, or local law. <br />• Search for Federal, State, and local government records, waste disposal records, <br />underground storage tank records, and hazardous waste handling, generation, <br />treatment, disposal, and spill records concerning contamination at or near the facility. <br />• Review of selected historical aerial photographs for general site use information. <br />• Review of readily available published local and regional hydrogeology maps and <br />literature for depths of groundwater, general quality of groundwater, direction of <br />groundwater flow, and water -bearing lithologies. <br />• Review of existing geotechnical and environmental reports provided by you, for <br />mention of environmental conditions on site. <br />Review an appropriate number of the <br />following reasonable available <br />historical sources of information that <br />shows the subject site dating back to <br />1940. The resources may include: <br />aerial photographs, fire insurance <br />maps, property tax files, recorded land <br />title records, USGS 7.5 Minute <br />• Local: fire department; planning and <br />building permit departments; and utilities <br />• County: Orange County Health Care Agency <br />(OCHCA) <br />• Regional: Water Quality Control Board <br />(RWQCB); and South Coast Air Quality <br />Management District (AQMD) <br />Leighton Consulting, Inc.
