Statement of Qualifications for Environmental Consulting Services <br />City of Santa Ana Public Works Agency <br />Topographic Maps, local street directories, building department records, or zoning/land <br />use records. <br />Contact appropriate local, county, and state agencies who may have information <br />regarding the occurrence of hazardous materials/waste at the site, including registered <br />underground storage tanks, landfills, contaminated sites, records of emergency release <br />reports, and contaminated public wells. <br />Review a 50 -year Chain of Title document provided by you (if applicable), for names of <br />previous owners of the site, mention of hazardous materials/waste at the site, and any <br />recorded liens. Compare the relationship of the purchase price to the value of the <br />property. <br />Task 2 — Site Reconnaissance <br />Concurrently with Task 1, staff will perform anon -site observational reconnaissance of <br />all parcels of land within and adjacent to the proposed rights-of-way or facility, as <br />specified in the Supplemental Real Estate Services Work Request (Work Request). This <br />includes observations of the current conditions of the on-site structures; roads; parking <br />areas; storage area(s) for drum chemicals storage; discolored ground surfaces or <br />corrosion; underground storage tanks; drains or sumps/clarifiers; electrical transformers; <br />areas of solid waste disposal; transformers; monitoring wells; septic systems; stressed <br />vegetation; pits; ponds; or lagoons. <br />The interior of any site structures, maintenance, and repair areas (including boiler rooms <br />and a representative sample of occupant spaces), will be visually and physically <br />observed. <br />• Photograph (digitally) current site conditions. <br />Task 3 — Interviews <br />Selected present and/or past owners, lessees, and employees (if they are available and <br />cooperative) will be interviewed for additional information about past and present site <br />usage. Coordination and contacts with property owners and or regulatory agencies shall <br />be pre -approved by the County prior to making contact. <br />Interviews with local government officials (local fire and building departments, <br />OCHCA) and RWQCB for information regarding hazardous waste disposal or other <br />environmental issues dealing with the site. <br />Leighton will communicate any preliminary visual findings following the site <br />reconnaissance. The final Phase I report submitted, following the site reconnaissance and <br />data interpretation, will conform with the American Society for Testing and Materials <br />Leighton Consulting, Inc.
