Statement of Qualifications for Environmental Consulting Services <br />City of Santa Ana Public Works Agency <br />Visual inspection of all abated areas for completeness prior to conducting final air <br />clearance monitoring (asbestos). <br />Conduct final air clearance monitoring of all fully -contained work areas to assure <br />completeness of cleaning following abatement operations, as recommended by <br />Asbestos Hazard Emergency Response Ace (AHERA) and the U.S. Environmental <br />Protection Agency. <br />• Prepare abatement close-out documentation report (Certificate of Removal) for asbestos <br />The personnel proposed to take part in this project will be qualified personnel accredited by <br />the State of California to perform this scope of work. All field personnel will work under the <br />supervision of a California Certified Asbestos Consultant 9CAC. All Phase Contrast <br />microscopy (PCM) analysis will be conducted by National Institute for occupational Safety <br />and Health (NIOSH) 582 trained and experienced personnel. Transmission election <br />microscopy (TEM) aggressive air clearance, as recommended by AHERA, will be utilized in <br />full -containment work areas if requested (at an additional cost). <br />Lead Based Paint (LBP) survey consisting of the following: <br />Review of submittals and confirm worker training, and medical and respiratory fit test <br />certifications from the abatement contractor. <br />• Observation of work procedures and preparation of daily progress reports summarizing <br />work methods. <br />• Conduct lead wipe clearance sampling. <br />• Prepare abatement close-out documentation report (Certificate of Removal) for lead. <br />The personnel proposed to take part in this project will be qualified personnel accredited by <br />the State of California to perform this scope of work. All Phase Contrast microscopy (PCM) <br />analysis will be conducted by National Institute for occupational Safety and Health (NIOSH) <br />582 trained and experienced personnel. <br />The Lead -Based Paint XRF survey will be conducted in general accordance with the Chapter <br />7: Lead -Based Paint Inspection of the HUD Guidelines for the Evaluation and Control of <br />Lead -Based Paint Hazards in Housing. A hand-held XRF dual detector unit will be utilized <br />to determine the presence of lead in painted surfaces throughout on-site structures. An <br />appropriate number of readings will also be collected at exterior building components and <br />common areas. <br />Near Surface Geophysical Investigations <br />As necessary, Leighton will contract for geophysical surveys to determine the presence of <br />near surface features, such as underground storage tanks, pipelines, or other anomalies <br />associated with the presence of hazardous materials. All geophysical work will be <br />monitored and interpreted by a geophysicist certified by the State of California. <br />Leighton Consulting, Inc. Page 7 <br />
