Statement of Qualifications for Environmental Consulting Services
City of Santa Ana, Public Works Agency
Trenching
Based on the results of subsurface investigations, trenching is a cost-effective alternative used for
additional shallow soil characterization and to further assess presence or levels of contamination.
All trenching activities will be observed and supervised by Leighton personnel including a
registered engineer or Professional Geologist, under our CAL OSHA trenching permit. If used, the
activities and results of trenching will be included in the Site Investigation Report.
Drilling
Prior to any drilling activities, Leighton will obtain all necessary permits and register all wells
with OCHCA. Leighton has worked with drilling companies on more than 500 projects in
Southern California, and has developed strong working relationships over the years with these
companies because of their knowledge of the required work and regulatory environment, as
well as their work ethic and cost-effectiveness. All drilling will be performed under the
supervision of a Professional Geologist registered in the State of California.
Inspection Reports and Studies
Complete copies of all laboratory reports, including the QA/QC summary reports will be
incorporated into an appendix to the Site Investigation Report. The laboratory reports will
contain, at a minimum, a written explanation of higher detection limits; laboratory
contaminants, or other unusual results; the name, address and telephone number of the
laboratory; the laboratory number for each sample reported; the Leighton designation name
or number for each sample; the date the samples were collected; the date the samples were
received by the laboratory; the date of laboratory testing; a brief sample description; the
specific test method; the extraction method used; the test result for each sample and
method; the limit of detection for each test method; the date of the test report; and the
signature and title of the manager or director of the appropriate laboratory section.
Leighton Consulting, Inc.
