Information Technology Guidance Extensible Markup Language (XML) Requirements. XML is a computer programming language designed to transmit both data and the meaning of the data. The XML specification defines a standard way to add markup language to documents, identifying the embedded structures in a consistent way. By applying a consistent identification structure, data can be shared between different systems, up and down the levels of agencies, across the nation, and around the world, with the ease of using the Internet. XML lays the technological foundation that supports interoperability and the exchange of information to support DHS efforts in the prevention, preparedness, and response to threats or acts of terrorism. To support homeland security, public safety, and justice information sharing, ODP requires all grantees to use the Global Justice Data Model specifications and guidelines regarding the use of XML for all HSGP awards. The grantee shall make available without restriction all schemas (extensions, constraint, proxy) generated as a result of this grant, as specified in the guidelines. The Global Justice XML Data Model ( GJXDM) is intended to be a data reference model for the exchange of information within the homeland security, justice, and public safety communities. GJXDM is a product of the Global Justice Information Sharing Initiative's (Global) Infrastructure and Standards Working Group (GISWG). It was developed by the GISWG's XML Structure Task Force (XSTF). The Global Justice Data Model specifications and guidelines include the use of XML to support the exchange of information within the homeland security, public safety, and justice communities. Most major software vendors fully support the general XML standard, and major database vendors and their database applications provide software development "tools" to assist homeland security technical staff to develop and use XML more efficiently and productively within agency applications. The general XML standard is designed to be independent of vendor, operating system, source application, destination application, storage medium (database), and /or transport protocol.
