• Santa Ana Renaissance Specific Plan Proposal <br />Work Plan - Tasks <br />Phase 5: EIR Preparation (to be executed under sep- <br />Purpose: To provide a Program EIR document that addresses the city's needs to <br />enable efficient CEQA clearance of projects consistent with the Uptown Specific Plan <br />and complies with the requirements of CEQA. <br />BACKGROUN D/UNDERSTANDING <br />The proposed project involves preparing a Specific Plan Environmental Impact <br />Report (SPEIR) for the City of Santa Ana Renaissance Specific Plan. The Specific Plan <br />will serve as the Project Description for the SPEIR. The objective of the SPEIR will be <br />to reduce the environmental review and application processing time for future devel- <br />opment consistent with the Specific Plan. <br />Task 5.1: Scoping <br />Task 5.1.1: Existing Literature Analysis. The consultants will review all relevant City <br />documents, including recent EIR's, the General Plan, traffic reports, and other <br />reports provided by City staff. <br />Task 5.1.2: Refined Project Scope/Budget - Team Coordination <br />CMCA will meet with City staff to review the contract and work scope. The scope <br />and/or budget of the EIR may need adjustment once more information is available <br />about the contents and likely effects of the Specific Plan. CMCA will work with staff <br />to refine task descriptions, establish procedures for communication, and identify <br />and collect relevant information. CMCA anticipates continued work with the City and <br />the lead Consultant team throughout the plan development process to ensure the <br />incorporation of environmental considerations into the plan. For example, CMCA <br />will be responsible for preparing and presenting background materials relating to <br />environmental issues at the planning charette. <br />Task 5.1.3: Project Description and Objectives <br />CMCA will work with staff to complete a detailed project description, including defi- <br />nition of the project objectives. CMCA will revise the project description and outline <br />based on comments received during the review. <br />Deliverables — Two (2) copies of the Draft Project Description <br />Task 5.1.4: EIR Workshop <br />CMCA proposes to hold a one -day workshop with City staff and representatives of <br />the planning team, to identify and outline the environmental effects of the project. <br />Similar to the charette method for the development of the plan described elsewhere, <br />the workshop will enable all pertinent team members to identify problems and solu- <br />tions (impacts and mitigation measures) while drawing on the collective expertise of <br />the group. The result of the workshop will be an annotated outline of the EIR. The <br />workshop will also result in the identification of project alternatives. <br />Deliverables — Ten (10) copies and one (1) digital version of the annotated outline <br />for the team <br />Task 5.1.5: Preparation of NOP <br />Based on the workshop described in 5.1.4, CMCA will prepare an NOP for the proj- <br />ect. <br />EXHIBIT A <br />
