<br />Contract Awards for Asphalt Pothole Repair <br />August 7, 2006 <br />Page 2 <br /> <br />Services provided under the asphalt street maintenance contract included <br />the excavation and cold milling of existing roadways, the installation of <br />pavement reinforcement fabric, and construction of asphalt concrete <br />pavement. In addition, the contract provided for water and sewer system <br />maintenance, including trench repair and the adjustment of water valve <br />boxes and manhole frames and covers to grade. Since 2004, the contractor <br />has repaved the following streets: Lowell Street from Warner to 500 feet <br />south, Memory Lane from Broadway to Main, Raitt Street from Myrtle to <br />First, Ritchey Street from Wright to St. Andrew, Halladay Street from Dyer <br />to Alton, Garry Avenue from Harbor to west of Shannon, and 8th and 9th <br />Streets from Main to Bush. <br /> <br />Services provided under the pothole repair contract included the repair of <br />all potholes and the repair of all damaged pavement areas not exceeding 25 <br />sq. ft. in area with asphalt overlay. Since 2004, over 1,600 tons of <br />asphalt concrete has been used to fill potholes and repair small damaged <br />pavement areas. Hardy & Harper, Inc. has responded in a timely manner with <br />all requests for pothole repair, trench repair and street overlays. <br /> <br />Since Hardy & Harper, Inc., the lowest responsible bidder, has successfully <br />met the terms and conditions of the previous street maintenance and pothole <br />repair contracts, staff recommends an award with provisions for three, <br />one-year renewals. <br /> <br />The notice inviting bids for asphalt street maintenance and pothole repairs <br />was advertised on June 30, and July 3, 2006, and bids were solicited. A <br />summary of the bid invitations and bids received is as follows: <br />13 Invitations For Bid mailed <br />3 Invitations For Bid mailed to Santa Ana vendors <br />1 Bid received for pothole repairs <br />2 Bids received for asphalt street maintenance <br />2 Bids received from a Santa Ana vendor <br /> <br />Bids were received, opened on July 11, 2006, and evaluated. <br />for asphalt street maintenance are as follows: <br /> <br />Bid results <br /> <br />Vendor: <br /> <br />Amount: <br /> <br />Location: <br /> <br />Hardy and Harper, Inc. <br />All American Asphalt <br /> <br />$1,112,700 <br />$1,194,950 <br /> <br />Santa Ana <br />Corona <br /> <br />To evaluate costs, vendors provided quotations for representative repair <br />projects that included various quantities and specifications. The annual <br />amount is based on staff's proj ection for the next year. The two bids <br />received from Hardy and Harper, Inc., a Santa Ana vendor, are responsive to <br />the specification. <br /> <br />220-2 <br />
